Namun, serangan tersebut gagal menewaskan target.
Hamas memastikan pemimpinnya, Khalil al-Hayya, masih hidup.
Sumber Israel menyebut Mossad menolak operasi darat karena khawatir hubungan dengan Qatar akan terganggu.
Qatar selama ini berperan sebagai mediator utama dalam perundingan gencatan senjata.
Selain itu, Mossad memiliki strategi jangka panjang untuk menarget pemimpin Hamas pada waktu yang dianggap lebih aman.
Kendati begitu, serangan udara tersebut memicu kecaman keras dari pemerintah Qatar.
