Bahkan drone bisa disimpan dalam kondisi non aktif selama bertahun-tahun, kemudian diaktifkan melalui celah seperti kendaraan modifikasi.
Menurut Popov, pentingnya mengidentifikasi pihak yang berpotensi melakukan agresi sebelum membongkar jaringan rahasia tersebut.
Ia menekankan pentingnya kerja lapangan dan kolaborasi dengan warga lokal sebagai pengganti teknologi pengintaian mahal.
Dikabarkan hanya sistem kontra intelijen yang terkoordinasi yang bisa melawan taktik ini secara efektif.
Adapun langkah penting dalam kontra-operasi dengan cara melacak rantai logistik, kendaraan mencurigakan, serta pembelian elektronik.
Ia menyarankan Iran membentuk satuan analitik strategis untuk mendeteksi ancaman, melacak asal drone, dan merespons secara taktis.
