Vào khoảng gần 17 giờ, ngày 10-6, Tổ công tác của Đội CSGT trật tự - Công an huyện Mèo Vạc, tỉnh Hà Giang đang làm nhiệm vụ ứng trực hỗ trợ người dân và du khách vận chuyển hành lý do bị mắc kẹt từ hôm trước, tại đoạn Km 06 đoạn Suối Cạn, đường xuống sông Nho Quế 1 và đi 3 xã biên giới gồm Thượng Phùng, Sơn Vĩ, Xín Cái.
Thời điểm này, tổ công tác phát hiện có 3 công dân của xã Thượng Phùng đang vượt qua dòng nước chảy xiết bị trôi.Bất chấp hiểm nguy, Thượng úy Nguyễn Mạnh Tường, cán bộ Đội CSGT trật tự Công an huyện Mèo Vạc đã nhảy xuống dòng nước lũ, cứu kịp thời 2 người bị nước cuốn trôi, đưa vào bờ an toàn, còn 1 người khác bám được vào tảng đá giữa dòng suối.
