«La maggioranza è da tempo convinta che sia necessario dare alla nazione una legge elettorale che consenta a chiunque vinca le elezioni, e la partita è apertissima, di governare con una maggioranza solida. Questo dipende dalla compattezza della coalizione, ma anche da un sistema elettorale che garantisca una maggioranza chiara a chi vince. Il giorno dopo le elezioni, chi è stato scelto dagli italiani deve poter governare serenamente. E' un servizio alla nazione, a prescindere da chi vincerà. Ci sono tecnicismi che richiedono tempo nella scrittura del testo, ma dovremmo essere vicini al deposito. E' importante non arrivare all’ultimo momento, così da permettere agli italiani di comprendere bene la modalità di voto.
