Trente-deux ans d'atrocités, la complicité de l'Occident et des dizaines de milliers de morts au Congo : cette série documentaire ausculte le règne d'un des despotes les plus emblématiques de la guerre froide sur le continent africain.
La guerre froide finie, Mobutu perd le soutien de ses derniers alliés occidentaux. Le chaos de la guerre déferle sur le Congo et le dictateur, ouvertement rejeté par la population et malade d'un cancer de la prostate, se retire dans ses palais de la province équatoriale, en compagnie de ses deux femmes, les jumelles Bobi et Kosia Ladawa. En 1994, Mobutu voit dans l'appel de François Mitterrand, son ancien allié, à ouvrir les frontières pour accueillir les réfugiés du génocide rwandais, une manière de revenir sur la scène internationale. Sa décision d'accepter lui sera fatale : le Rwanda, sous le commandement de l'homme de paille Laurent-Désiré Kabila, envahit le Congo et le renverse.
