Itu disampaikan Wakil Menteri Dalam Negeri, Bima Arya, merespons instruksi Ketua Umum PDI Perjuangan, Megawati Soekarnoputri, yang meminta kadernya menunda keberangkatan ke retreat kepala daerah di Akmil, Magelang, Jawa Tengah. Retreat kepala daerah digelar pada 21-28 Februari 2025.Bima menyebut pihak penyelenggara saat ini masih menunggu kedatangan seluruh kepala daerah untuk mengonfirmasi jumlah yang hadir dan tidak hadir. Meski tidak ada konsekuensi hukum, kata Bima, ada aturan tersendiri dari panitia penyelenggaraan retreat tahun ini soal kepala daerah yang tidak hadir.
Instruksi itu disampaikan Megawati menyusul penahanan Sekjen PDI Perjuangan, Hasto Kristiyanto, oleh KPK pada Kamis (20/2/2025). Instruksi tertuang dalam surat DPP PDI-P Nomor 7294/IN/DPP/II/2025 yang diteken Megawati per 20 Februari 2025.
