11 Eylül saldırıları 21. yüzyılın ilk yirmi yılında, bu saldırılara verilen yanıtla birlikte, dış politika, güvenlik ve istihbarat politikalarının şekillendirilmesinde önemli dönüm noktalarından biri oldu.O sabah ABD Başkanı George W. Bush Florida’da bir ilkokulda çocuklarla kitap okuyordu. New York’taki Dünya Ticaret Merkezi’ne ilk uçak çarptığında bunun bir kaza olduğu düşünülüyordu.
Dakikalar sonra ikinci uçak İkiz Kuleler’e çarptı.
Beyaz Saray Genel Sekreteri Andrew Card, Bush’un kulağına eğilip “İkinci bir uçak ikinci kuleye çarptı. Amerika saldırı altında” diye fısıldadı.
Sonrasında Başkan Bush, Air Force One’a geçti. Ancak artık Beyaz Saray’a dönmek sanıldığı kadar güvenli değildi. ABD hava sahası sivil uçuşlara kapatılmıştı. Başkanlık uçağı saatler boyunca rotası belirsiz şekilde uçtu, Louisiana’daki Barksdale Hava Üssü’ne ve ardından Nebraska’daki Offutt Hava Üssü’ne götürüldü.
