Anggota paskibra ini merupakan siswa-siswi SMA/SMK sederajat yang terpilih melalui rangkaian proses yang panjang.
Terlebih untuk menjadi pasukan pengibar bendera pusaka (paskibraka) di tingkat nasional, mengibarkan bendera di Istana Negara, di hadapan Presiden Republik Indonesia.
Meski melalui seleksi ketat, namun semua orang yang memenuhi persyaratan bisa menjadi paskibraka terlepas dari status ekonomi, suku, ras, budaya, dan sebagainya.
Asalkan memiliki kedisiplinan, semangat, dan nasionalisme yang tinggi.
Salah satunya Paulus Gregorius Afrizal, anak seorang penjual jagung bakar di Maumere, Nusa Tenggara Timur, yang lolos menjadi Paskibraka Nasional 2025.
