風邪で寝込んでいた次郎は、亡き兄・坂田健の声に導かれるように外を見て、建設中のビルに落ちる流れ星とバルタン星人の影を目撃する。次郎の頼みで調査に向かった少年ススム、そして救出に向かったMAT隊員を閉じ込めたまま、ビルはロボット怪獣ビルガモへと変形。父の仇を討つため地球へやってきたバルタン星人Jrの「ビルガモ作戦」が、ウルトラマンジャックを追い詰める！
