فیلم، روایتگر زندگی صلاح (با بازی رضا عطاران)، مردی با شباهت ظاهری چشمگیر به صدام حسین است که به عنوان بدل این دیکتاتور عراقی انتخاب می شود. او ماموریتی در تهران دریافت می کند تا در عملیاتی ساختگی، سخنرانی هایی در برج آزادی انجام دهد و فیلم، آن را به عنوان پیروزی صدام منتشر کنند. این موقعیت طنزآمیز، زندگی صلاح را وارد چالش های پیچیده ای می کند که ترکیبی از کمدی و درام است.«صددام» صدرنشین فروش بلیت‌های چهل و سومین جشنواره فیلم فجر شد و بلیت‌های آن در ساعات اولیه فروش، تا پایان جشنواره فیلم فجر تمام شد.

این فیلم نخستین‌بار در بهمن ۱۴۰۳ در بخش سودای سیمرغ چهل و سومین دوره جشنواره فیلم فجر به نمایش درآمد و توانست در سه رشته نامزد دریافت سیمرغ بلورین شود.
موسیقی صددام فضایی ملهم از سکانس‌ها دارد، گاهی به شخصیت‌ها نزدیک‌تر است و گاهی به قصه. مثلا اگر در عراق می‌گذرد یا در حال و هوای زندگی صدام است، فضای موسیقی به موسیقی عربی سوق پیدا می‌کند و اگر روی گذشته و فضاسازی محیطی مانور می‌دهد سراغ موسیقی‌های قدیمی ایرانی و آمریکایی و ترکی خاطره‌انگیز می‌رود.
سروش انتظامی هرچند زمان کوتاهی‌ست به سینمای ایران پیوسته، اما بعید است آمده باشد که برود. مسیری که برای خودش گشوده حرفه‌ایست و راهی روشن در پیش دارد.
The film tells the story of Salah (played by Reza Attaran), a man with a striking resemblance to Saddam Hussein who is chosen as a lookalike for the Iraqi dictator. He receives a mission in Tehran to give speeches at the Azadi Tower in a fake operation and have the film released as Saddam’s victory. This humorous situation leads Salah’s life into complex challenges that are a combination of comedy and drama.
“Saddam” topped the ticket sales at the 43rd Fajr Film Festival, and its tickets were sold out in the early hours of the sale until the end of the Fajr Film Festival.
