Exercise Cold Response is a major biennial military exercise led by Norway, designed to test the collective defense of NATO’s northern flank under extreme Arctic conditions. First held in 2006, the drill brings together tens of thousands of personnel—including roughly 32,500 from 14 nations in the 2026 iteration—to conduct high-intensity maneuvers across land, air, and sea domains in Northern Norway and neighboring Finland.
