Si andava sulle montagne a installare ripetitori, si notificava al Ministero. Non c'era ancora la Legge Mammì del 1990: una sorta di Far West, ma autoregolato. Così nasce la radiotelevisione in Italia.
Nel 1990 la Legge 223 sistemò tutto. Un gruppo di lavoro appassionato e orgoglioso la scrisse, convinto di poter costruire una rete informativa indipendente e pura. Un entusiasmo che però fu tradito negli anni successivi, quando chi ottenne incarichi di governo poté rimodificare quella legge a proprio vantaggio.
