L'attuale struttura dell'Unione Europea è un castello tecnico-giuridico-artificiale edificato nell'illusione che si potesse condurre la storia dove si voleva.

Invece è una visione distaccata dalla realtà che impedisce di comprendere le dinamiche concrete del mercato. Il problema centrale non è la frammentazione normativa ma l'eccessiva legiferazione e proliferazione di regole complesse, assurde, burocratiche e tecnocratiche, come il Digital Service Act, l'AI Act e via discorrendo. È evidente che all'Europa manca una cultura d'impresa.

Avendo privilegiato un mercatismo formale incentrato sulla tutela della finanza e non dell'economia. Una recente sentenza della Corte di Giustizia ha bocciato il modello italiano di partenariato pubblico-privato in quanto disincentiverebbe, secondo questo parere, l'innovazione. Si punta invece all'armonizzazione dei dettagli tecnici come il tonnellaggio dei tir, pensando che il tecnicismo sia la sfida giusta per rispondere a una sfida globale.

Ma è evidente che è un assurdo. Davanti a crisi finanziarie, pandemie e guerre serve un ritorno alla politica, che con l'Unione Europea è stata distrutta, e a una drastica deregolamentazione, che con l'Unione Europea è stata invece incentivata. Più che nuovi finanziamenti pubblici servirebbe lasciare le imprese libere di scegliere la propria strada, eliminando i fardelli burocratici.

E senza questo cambio di rotta l'Europa rischierebbe di restare al di fuori di un disordine mondiale nel quale l'Europa non ha più alcun ruolo storico, politico, centrale. In sintesi, la soluzione alle assimmetrie degli Stati non è tecnica, ma semmai risiede in una politica coraggiosa che dia dei valori. Il cuore del problema è che io vedo tutti i giorni le imprese.
Le stiamo massacrando, soffocando, e con esse in Italia stiamo massacrando l'occupazione, stiamo massacrando le famiglie, stiamo massacrando la capacità di risparmio
