CDU'nun güvenlik politikası sözcüsü Roderich Kiesewetter, Avrupa üzerinde tespit edilen Rus insansız hava araçlarına (İHA) karşı Alman hükümetinin tepkilerini yetersiz buldu. *Handelsblatt* gazetesine yaptığı açıklamada, Kiesewetter “gerilim hali”nin ilan edilmesini önerdi.Bu neden önemli? Çünkü “gerilim hali” (Almanca: **Spannungsfall**) Almanya’da anayasal olarak savunma durumunun bir ön aşaması olarak kabul edilir. Eğer Federal Meclis’te üçte iki çoğunlukla kabul edilirse:
* **Alman ordusu (Bundeswehr) ülke içinde görevlendirilebilir**, kritik altyapıları korumak üzere.
* **Polise daha fazla yetki verilebilir**, böylece halkın korunması farklı alanlarda daha etkin sağlanabilir.
* **Yetki zincirleri sadeleştirilir**, bu da kriz zamanlarında daha hızlı müdahale imkânı sunar.
