Si dichiara un'emergenza da affrontare con la più "alta priorità", e si propongono strumenti per arginarla che, alla fine, prevedono di scavalcare i diritti individuali. La Danimarca, in turno di presidenza al Consiglio UE, ha rilanciato il Regolamento per la rilevazione di materiale di abuso sessuale su minori. Per chiarire di cosa si tratti, i critici lo hanno chiamato "Chat Control". Sì, perché per tutelare la sicurezza dei minori online, l'Europa ha pensato di proporre una verifica costante da parte delle autorità delle app di messaggistica, grazie a un algoritmo. Il client-side scanning prevede la scansione preventiva e automatica di messaggi, video, foto direttamente sul dispositivo dell'utente, anticipando inoltre la crittografia end-to-end. Per i critici il regolamento non solo istituirebbe un potenziale strumento di controllo delle chat per altri scopi non dichiarati, ma anche un vero e proprio rischio informatico. Ed è così che il nuovo strumento europeo, se attuato, minerebbe la privacy degli utenti, normalizzando una sorveglianza tecnologica in nome di nobili scopi. 19 Stati su 27 sarebbero d'accordo, tra cui l'Italia non senza riserve. Il voto al Parlamento europeo ci sarebbe dovuto essere il 14 ottobre, ma un "no" improvviso ha bloccato tutto.
Il progetto è stato rimandato a data da destinarsi a causa del mancato sostegno della Germania, che così impedisce la maggioranza necessaria. "Il monitoraggio ingiustificato delle chat deve essere un tabù in uno Stato di diritto", ha detto Stefanie Hubig, ministro federale della giustizia e della tutela dei consumatori della Germania. Ad annunciare il "niet" tedesco è stato anche il capogruppo della Cdu, Jens Spahn: "Sarebbe come aprire preventivamente tutte le lettere per verificare se contengano qualcosa di illegale". Così la Germania rispedisce il progetto in cantiere. Se ne è parlato anche nell'ultima plenaria del Parlamento europeo.
"Oggi volete pieni poteri normativi per applicare la censura con il DSA, e domani il controllo del chat per sorvegliare le nostre conversazioni private. Mentre aspettiamo ancora gli SMS tra Bourla e Ursula". Il j'accuse è di Virginie Joron, eurodeputata del Rassemblement National.
