New video released by APD appears to show 28-year-old Wilber Rafael Garces Perez involved in a traffic stop with federal agents before leading them on a pursuit, minutes before he was shot by a federal agent. On Wednesday, we heard remarks from local leaders, including Congressman Greg Casar, the U.S. Representative for Texas's 35th Congressional District. Rep.
