Sosok Prof Effensi sendiri menjabat sebagai Rektor UGM dari 2002 sampai dengan 2007.
Ia lahir pada 28 Februari 1945.
Sofian merupakan Guru Besar Ilmu Administrasi Negara Universitas Gadjah Mada.
Sebelum menjadi Rektor Universitas Gadjah Mada, ia menjabat sebagai Kepala Badan Kepegawaian Negara (BKN) pada tahun 1999 hingga 2000.
Sofian menjabat sebagai Ketua Komisi Aparatur Sipil Negara pertama sejak 27 November 2014 sampai 3 Oktober 2019.
Pada tahun 1998, ia merupakan asisten Wakil Presiden Republik Indonesia.
Sampai saat ini masih menjadi Profesor Kebijakan Publik Universitas Gadjah Mada dan Dewan Pembina The Habibie Center. (Tribun-Video.com)
