Come sapete, i requisiti di capitale per le banche significa che le banche devono avere a patrimonio un livello minimo di patrimonio netto per poter attivare dall'altro lato del bilancio, cioè dal lato dell'attivo, dei prestiti.
Infatti il patrimonio sta dal lato del passivo, e cioè dal lato della raccolta, mentre i prestiti stanno dalla parte degli impieghi. E noi, quelli della mia generazione, per circa 30 anni ci siamo sentiti raccontare del bisogno di aumentare continuamente il patrimonio delle banche perché c'erano stati dei fallimenti. Cioè le banche creano, di fatto, il denaro con un meccanismo di moltiplicazione dei depositi, per cui prestano del denaro che tecnicamente, virtualmente, non hanno. Ma questo dai tempi, diciamo, del tardo medioevo. E il piano prevede un taglio del 4,8% per giganti del credito come JP Morgan e Goldman Sachs, mentre le banche più piccole beneficeranno di una riduzione fino al 7,8%.
