Власти делают ставку на контрактников, электронные повестки и расширение механизмов воинского учёта, одновременно публично отрицая сценарий новой массовой мобилизации. Поэтому главный вопрос остаётся прежним: насколько долго Кремль сможет компенсировать потери без нового масштабного призыва и не придётся ли российским властям снова менять собственные обещания?
