З 28 серпня почала діяти Постанова Кабміну, яка дозволяє чоловікам віком від 18 до 22 роки, громадянам України, безперешкодно виїжджати за кордон під час воєнного стану. У перший день не було багато охочих перетнути державний кордон. В середньому, один чоловік на годину. У цьому переконалось Радіо Свобода, побувавши на пункті пропуску Шегині, де діє піший перехід і який є найбільшим на українсько-польському кордоні за чисельністю перетинів. Кореспондентка спілкувалась із чоловіком, який перетинав кордон за день до свого 23-річчя.Перетнути кордон мають право чоловіки віком від 18 до 22 років, але повинні мати закордонний паспорт і військово-обліковий документ. Обмеження діють щодо тих чоловіків, які обіймають визначені посади органів державної влади, державних органів та органів місцевого самоврядування. Вони повинні мати відповідні документи про відрядження.
