Theo Chuẩn tướng Ivan Lukashevych của Cơ quan An ninh Ukraine, các xuồng tự sát Sea Baby đã triển khai mìn dưới biển và kích hoạt khi phát hiện tàu Nga, làm hư hỏng tàu hộ vệ tên lửa Samum và tàu tuần tra Pavel Derzhavin. Việc này đánh dấu sự tiến bộ quân sự đáng chú ý của Ukraine sau khi mất Crimea cho Nga vào năm 2014, khi họ không còn hải quân truyền thống.
