Diketahui, Perpres tersebut berisi 14 pasal terkait penyediaan fasilitas hingga perizinan.
Adapun perpres disebutkan percepatan pembangunan IKN bertujuan membentuk ekosistem layak huni.
Selain itu, untuk pemenuhan penyediaan layanan dasar dan komersial.
Pemerintah juga memandatkan Kepala Otorita Ibu Kota Nusantara (OIKN) untuk menetapkan nilai tanah di IKN untuk pengelolaan ADP.
Serta pelaksanaan investasi di Ibu Kota Nusantara, sesuai dengan ketentuan peraturan perundang-undangan.
Adapun nilai tanah yang ditetapkan oleh Kepala Otorita berdasarkan Zona Penilaian Tanah yang mengacu pada perhitungan nilai tanah oleh pemilik publik.
Kemudian, nilai tanah yang telah ditetapkan oleh Kepala Otorita menjadi acuan bagi Kementerian yang menyelenggarakan urusan pemerintahan di bidang agraria/pertanahan untuk menetapkan Zona Nilai Tanah.
Perpres juga mengatur penanganan permasalahan penguasaan tanah ADP oleh masyarakat mulai pasal 8.
Iktikad baik ini dibuktikan dengan adanya historis penguasaan dan pemanfaatannya sesuai dengan ketentuan peraturan perundang-undangan mengenai pertanahan.
Inventarisasi dan identifikasi atas penguasaan tanah ADP oleh masyarakat dilakukan oleh tim terpadu.
Yakni yang dibentuk dan diketuai oleh Kepala Otorita dengan beranggotakan paling sedikit, yaitu OIKN dan kementerian yang menyelenggarakan di bidang kemaritiman dan investasi.
Nantinya, Kepala Otorita berhak menetapkan daftar masyarakat penerima sesuai hasil inventarisasi, begitu pula besaran penggantian.
