E' ciò che si chiede l'ex europarlamentare Antonio Maria Rinaldi in diretta a Un Giorno Speciale. La risposta non è scontata. L'Unione Europea non ha infatti una Costituzione propria. Non formalmente, ma questo dettaglio cambia tutto. Sì, ci sono i trattati di Lisbona e di Maastricht, ma questi istituiscono solo una serie di norme, tra cui un articolo che svela già di per sé la risposta al quesito principale. L'articolo 50 prevede che si possa uscire dall'Unione, ed è stato già applicato per conto della Gran Bretagna. "Per avere una costituzione bisogna esistere politicamente", sentenzia il prof. Geminello Preterossi, docente di filosofia del diritto e di storia delle dottrine politiche.
