Im Ukraine-Krieg verschärft sich der Streit um den Donbass. Die USA verlangen nach Angaben von Wolodymyr Selenskyj wie Russland einen Rückzug der Ukraine aus der Region. Moskau beansprucht den gesamten Donbas, kontrolliert aber nur einen Teil. Kiew lehnt eine Gebietsabgabe ab. Die Verfassung verbietet territoriale Abtretungen. Sie wären nur per Referendum möglich. Doch das Kriegsrecht schließt Abstimmungen aus. Hunderttausende kämpfen an der Front. Millionen sind im Ausland. Eine Änderung von Verfassung oder Kriegsrecht gilt als kaum umsetzbar. Selenskyj kritisiert, der Druck treffe vor allem die Ukraine. Auf Russland fehle entsprechender Druck. In Kiew blieb es zuletzt ruhig. Doch viele rechnen zum vierten Jahrestag der Vollinvasion mit einem massiven Angriff. Die Erfahrung zeigt: Auf ruhige Tage folgen Drohnen- und Raketenwellen. Die Pause nutzt die Stadt für Reparaturen. In manchen Vierteln fehlt weiter die Heizung. Bei minus 15 Grad wird das zur Belastung.
