At the Raisina Dialogue 2026, Mark Leonard, Director of the European Council on Foreign Relations in Germany, commented on India’s relationship with Russia, even as Moscow remains a major security concern for Europe. He was speaking to Shruti Pandalai from the Manohar Parrikar Institute for Defence Studies and Analyses (MP-IDSA). Leonard said that trust remains a key issue in building deeper cooperation. "So from a European perspective, the nightmare scenario is that you share technologies which end up in Moscow's hands, the principal security threat for most European countries. And there are ways that you can go about building confidence and trust around that, but it's not that easy, given that it's also quite clear that India is not about to destroy its relationship with Moscow,” he said.
