Buntutnya, Ketua Umum PDIP Megawati Soekarnoputri menginstruksikan seluruh kepala daerah kader banteng menunda kehadirannya di retret akademi militer di Magelang. Instruksi ini membuat 124 kepala daerah PDIP dalam posisi dilematis, lantaran harus memilih untuk mematuhi partai atau tunduk dalam sistem komando pemerintahan.
