Was bedeutet das Klimaanpassungsgesetz in der praktischen Umsetzung? | ARD-Morgenmagazin
Heute tritt das erste bundesweite Klimaanpassungsgesetz in Kraft - beschlossen hat es der Bundestag schon Ende letzten Jahres. Ziel des Gesetzes ist es, zum Schutz von Leben und Gesundheit, von Gesellschaft, Wirtschaft und Infrastruktur sowie von Natur und Ökosystemen negative Auswirkungen des Klimawandels zu vermeiden. Oder - wenn nicht anders möglich - sie zumindest zu reduzieren, etwa durch städtebauliche Maßnahmen wie intensive Begrünung, Entsiegelung von Flächen oder Regenwasserauffangbecken. Einzelne Maßnahmen sollen koordinierter vorangetrieben und besser steuerbar, transparenter und gerechter werden.Städte und Gemeinden wollen das Klimaanpassungsgesetz zwar umsetzen - denn sie spüren direkt vor Ort immer öfter die Auswirkungen des Klimawandels wie etwa Überschwemmungen, Starkregen oder Wasserknappheit. Aber: Die Umsetzung kostet viel Geld - und das ist überall in Deutschland derzeit mehr als knapp. Können Städte, Länder und Kommunen das Gesetz überhaupt einfach so umsetzen - und was fordern sie?
