Un sistema che si poggia sull’uso della forza e sulla detenzione in spazi inadeguati. Su fruste, botte anche a mani nude e umiliazioni. Metodi che potrebbero essere fermati, con la firma di un decreto attuativo che non arriva da diversi anni.
