Bunda, yurtdoshlarimizga munosib sharoit yaratadigan, har bir inson va oila hayotida seziladigan maqsadlarga alohida eʼtibor qaratildi;
ikkinchidan, barcha koʼrsatkichlar oʼlchanadigan, yaʼni, son shaklida (foiz, ulush, daraja, hajm, nisbat, ball, indeks) boʼlishi qatʼiy belgilandi. Hisoblab yoki baholab boʼlmaydigan, umumiy vazifa, topshiriq va “shior” koʼrinishidagi koʼrsatkichlar chiqarib tashlandi (bunday bandlar 130 ta);
uchinchidan, barcha samaradorlik koʼrsatkichlarining bajaralishi 2030 yilgacha yilma-yil belgilandi. Yaʼni, har bir ijobiy oʼzgarishni yillar kesimida koʼrish imkoniyati yaratildi;
toʼrtinchidan, Strategiyada har bir vazirlik va idora oʼz oʼrnini topdi. Xususan, loyihaga koʼra, 60 taga yaqin davlat organlariga tegishli samaradorlik koʼrsatkichi belgilandi;
