Ia menegaskan perlunya pembatasan kekuasaan agar perubahan bisa benar-benar dirasakan di tubuh Polri.
Pernyataan itu disampaikan Napoleon dalam seminar nasional bertajuk "Ke Arah Mana Reformasi Kepolisian Saat Ini?" di Kampus Universitas Indonesia, Salemba, Jakarta Pusat, hari ini, Rabu (8/10/2025).
Napoleon juga menyebut, banyak perwira di tingkat menengah dan bawah sebenarnya ingin melakukan perubahan, namun terhambat oleh kultur komando yang terkesan kaku.
