Durch die sogenannten Flächenziele sind die Länder verpflichtet, bis 2032 zwei Prozent ihrer Fläche für Windkraft zu nutzen. Um dieses Ziel zu erreichen, werden inzwischen verstärkt auch Windparks in Wäldern gebaut – gegen den Widerstand von Anwohnern und Naturschützern. Dieser läuft allerdings häufig ins Leere. So wurde der erste Waldwindpark Thüringens im Schmieritzer Forst (Saale-Orla-Kreis) mit zehn Windrädern ohne Bürgerbeteiligung genehmigt. Und im Naturpark Dahme-Heidesee, südlich von Berlin, werden die Planungen für ca. 60 Windräder (275m hoch) vorangetrieben, obwohl sich die Bürger der betroffenen Gemeinde mehrheitlich gegen den Bau ausgesprochen haben.
