Apabila tanah milik negara yang ada di Kementerian Keuangan itu bisa dijual atau disewa secara murah, pengembang bisa fokus sepenuhnya pada biaya konstruksi.
Dengan biaya yang dikucurkan untuk tanah sudah berkurang, pengembang bisa mematok harga rumahnya lebih rendah 50 persen.
