Direktur Pesisir dan Pulau Kecil KKP Ahmad Aris menyampaikan dalam menyusun rencana tata ruang, pemerintah perlu memenuhi sembilan kegiatan yang tertuang dalam Undang-Undang 27 tahun 2007
Ahmad mengungkapkan dalam Pasal 35 terdapat pelarangan penambangan di pulau kecil jika secara teknis dapat mengakibatkan kerusakan lingkungan.
Diperlukan adanya rekomendasi perizinan yang jelas dari Kementerian Kehutanan untuk penambangan di Raja Ampat, karena merupakan wilayah kehutanan.
