Deutschlands Geheimdienste sollen in Zukunft deutlich mehr dürfen als nur Informationen zu sammeln. Bundeskanzler Friedrich Merz (CDU) formuliert das Ziel der Reform der Nachrichtendienste so: „Wir machen aus unseren Nachrichtendiensten echte Geheimdienste.“ Die Bundesregierung sieht Deutschland bedroht, von außen wie von innen.Doch im Bundestag gibt es auch deutliche Kritik an dem Reformvorhaben: Die Linke hob hervor, dass das bestehende System eine Lehre aus den Verbrechen der Nazis sei. Die AfD sprach von einer „Stasi 2.0“.
