Il 30 agosto 1920, Gabriele D’Annunzio presenta la Carta del Carnaro, un testo costituzionale innovativo scritto con l’aiuto di Alceste de Ambris, leader sindacale e parlamentare. D’Annunzio trasforma la Costituzione in un vero e proprio poema civile: da 47 articoli iniziali ne arriva a 65, modificando lo stile e aggiungendo contenuti che garantiscono libertà e diritti a tutti i cittadini. La parola “Repubblica” diventa “Reggenza”, per tranquillizzare i monarchici, ma i principi di uguaglianza e sovranità restano intatti.La Carta del Carnaro sancisce diritti fondamentali senza distinzione di sesso, lingua, classe o religione. Chi ha compiuto 21 anni può votare ed essere eletto, una novità enorme in un’Europa in cui le donne erano escluse dalla politica.
