Alla cerimonia, che si è svolta a Palazzo Ducale, hanno preso la parola il Segretario generale del Consiglio d’Europa Alain Berset, e il sindaco di Venezia Luigi Brugnaro, per i saluti istituzionali. Sono quindi intervenuti Claire Bazy Malaurie, Presidente della Commissione di Venezia; la Presidente della Repubblica di Moldavia Maia Sandu; la Presidente della Repubblica di Macedonia del Nord Gordana Siljanovska-Davkova; il Ministro degli Esteri italiano Antonio Tajani e l’ex Presidente della Repubblica di Lettonia ed ex giudice della Corte europea dei diritti dell’uomo, Egils Levits.Quirinale
