The scale of the problem was recently highlighted by the Nigerian army's crackdown, which led to the seizure of over 32,000 gallons of stolen petroleum and 69 arrests in a single operation. Meanwhile, the country's new Dangote Refinery, Africa's largest, is under attack from a local oil mafia.
