Bolivia: El Ombudsman es una figura cuya tarea es la de proteger al ciudadano común de los constantes avasallamientos del Estado moderno, burocrático e impersonal. A este seminario, convocado por el Instituto Latinoamericano del Ombudsman en su capítulo boliviano, asisten defensores de los pueblos y delegados de España, Argentina, Brasil, Colombia, Chile, Ecuador, Paraguay, Perú, Venezuela y obviamente Bolivia. Palabras del señor Alvaro Gil Robles (defensor del pueblo): -Con un único requisito común, el contar con un sistema parlamentario democrático y que hoy mismo sigue considerándose como un signo de debilidad de las modernas democracias. Relato del periodista: -El presidente de la República de Bolivia, Jaime Paz Zamora, al inaugurar el seminario regional de Ombudsman, Derechos Humanos y Democracia pondría de relieve la disyuntiva de las democracias modernas entre autoridad y libertad. Palabras de Jaime Paz Zamora: -Me parece importante esta reunión que comienza en este momento en que todos los latinoamericanos hemos sido sorprendidos con un resultado de la democracia.
