Voi siete futuri comandanti e vi è chiesto in questo momento, vi viene chiesto quotidianamente, di dedicarvi alla preparazione per acquisire la necessaria attitudine, culturale e professionale, che vi permetta di interpretare la realtà che vi si presenterà di fronte, nei vostri impegni del prossimo futuro. Si tratta di comprendere, interpretare e affrontare la realtà di un mondo in continua evoluzione, dentro il quale anche le Forze Armate sono chiamate a evolvere, come è sempre avvenuto. Ma in questa nostra stagione, in questo nostro tempo, con un ritmo che non ammette ritardi e che non ammette lentezze nell’adeguarsi ai mutamenti".
