Pembelian Su-34 ini mengakhiri negosiasi yang berlarut-larut selama lebih dari satu dekade, dimulai sejak tahun 2008, untuk menggantikan armada MiG-25 era Soviet yang menua.
Dokumen yang diretas itu juga mencantumkan rincian biaya, tanggal pengiriman, dan strategi ekspor untuk beberapa jet Sukhoi yang ditujukan kepada pelanggan lain, termasuk Iran (48 unit Su-35) dan Ethiopia (6 unit Su-35).
