Menurut para pengamat, kendati Israel dan Hamas telah menyetujui tahap awal gencatan senjata, perbedaan pandangan mendasar soal nasib persenjataan Hamas masih menjadi batu sandungan besar.
Kerentanan gencatan senjata itu muncul karena Israel menuntut Hamas menyerahkan seluruh senjatanya.
Israel mendesak hal itu jika perang yang telah berlangsung dua tahun di Gaza ingin berakhir.
Tak hanya itu, Israel juga mendesak Hamas untuk melepaskan kendali atas wilayah Gaza dan membubarkan diri sebagai organisasi.
Namun, Hamas dengan tegas menolak desakan dari Israel.
Terkait respons Hamas, para pengamat menyebut kelompok gerakan Palestina itu memiliki hak untuk mempertahankan diri terhadap pendudukan.
Azmi Keshawi, peneliti dari International Crisis Group (ICG) asal Gaza menyebut, kecil kemungkinan Hamas akan melucuti seluruh persenjataannya.
Menurut Azmi, Hamas hanya bersedia menyerahkan sebagian senjata ofensif, seperti rudal jarak pendek dan panjang.
Namun tidak untuk senjata ringan atau jaringan terowongan bawah tanah yang telah dibangun selama puluhan tahun.
“[Hamas] hanya akan menyerahkan senjata ketika tidak diperlukan lagi — yakni ketika Palestina benar-benar bebas dari pendudukan Israel,” ujar Keshawi.
