Teguh menjelaskan, alasan dikeluarkan Peraturan Gubernur (Pergub) Nomor 2 Tahun 2025 tersebut untuk melindungi keluarga ASN dengan memperketat aturan terkait perkawinan maupun perceraian.
Teguh mengatakan, Pergub yang ia keluarkan bukanlah aturan baru. Pergub Nomor 2 Tahun 2025 merujuk pada Peraturan Pemerintah (PP) Nomor 10 Tahun 1983, sebagaimana telah diubah dalam Peraturan Pemerintah Nomor 45 Tahun 1990 tentang Izin Perkawinan dan Perceraian bagi Pegawai Negeri Sipil.
