L'obiettivo infatti di ridurre l'emissione di CO2 del 90% entro il 2040 con una flessibilità all'85% grazie ai progetti extra-UE, ad oggi sembra un atto di fede ideologica, una vera propria follia totale. Si è deciso infatti di mantenere comunque gli obiettivi di decarbonizzazione del 1990 come se nulla fosse successo, non considerando pienamente, ma anzi minimamente, gli impatti sull'industria europea.
