Sebelum keberangkatan tersebut, warga Israel kembali memrotes dan melakukan demo besar-besaran di Tel Aviv.
Mereka mencegat Netanyahu bertolak ke Washington tanpa kesepakatan sandera.
AFP merilis video ribuan warga Israel kembali melakukan unjuk rasa terkait sandera di Jalur Gaza.
Dilaporkan keluarga sandera yang ditahan di Gaza berkumpul di Tel Aviv untuk memberikan tekanan kepada Netanyahu.
Forward News melaporkan para demonstran melakukan unjuk rasa dengan penuh air mata dan kemarahan.
Keluarga sandera dari Daniela yakni Orly Gilboa mewakili para demonstran yang lain meminta agar Netanyahu tidak mengikuti kongres tersebut.
Sebaliknya, ia meminta agar Netanyahu melakukan pidato yang berisi pernyataan soal kesepakatan sandera.
Menurutnya hal itu yang justru akan mengembalikan kekuasaan Israel, kegembiraan hingga harapan bagi negara tersebut.
"Perdana Menteri Tn. Benjamin Netanyahu, saya ulangi dan meminta Anda sekali lagi untuk bertemu dengan kami sebelum berangkat ke Kongres," kata Orly Gilboa.
Desakan senada disampaikan oleh Ketua Rabbi Edward Sandrow untuk Yahudi Soviet & Eropa Timur di Universitas Ibrani Yerusalem, Jonathan Dekel-Chen.
Ia mengatakan sebaiknya Netanyahu menghadiri kongres setelah kesepakatan sandera selesai.
Jonathan menyebut itu akan menjadi kemenangan yang pantas.
