Pada kenyataannya, kata dia, Hamas telah mampu membangun kembali kendali militernya di setiap wilayah dimana pasukan tentara Israel telah ditarik.
"Dan kita sekarang berada di ambang kehancuran atas kekalahan strategis," katanya dalam sebuah artikel yang diterbitkan oleh surat kabar Ibrani, Maariv.
Ia menjelaskan, IDF sebelumnya mengklaim telah membongkar kemampuan militer Hamas di Jabalia, namun kemudian terkejut bahwa para petempur Hamas masih ada di sana.
"Dan ketika kita pergi lagi (menyerang kembali), kita akan menemukannya lagi (di sana)," katanya.
Dikutip dari Tribun News, Ramon berkata, Hamas secara nyata masih memegang kendali penuh atas Jalur Gaza, termasuk urusan sipil dan distribusi kemanusiaan.
"Meskipun pencapaian taktis telah dicapai oleh pasukan IDF di lapangan, Kabinet Perang dan Staf Umum gagal total dalam mencapai tujuan perang, dan kita sekarang berada di ambang kekalahan strategis," Ungkapnya.
