Bei der Umsetzung von Bauprojekten kommen Kommunen regelmäßig an ihre Grenzen. Komplizierte Vergabeverfahren und Bürokratieberge verlangsamen den Bau und Sanierung von Kindergärten, Feuerwehrhäusern, Schwimmbädern. Gleichzeitig explodieren die Kosten.
