Menurut Jokowi, keputusan tersebut merupakan hak prerogatif presiden yang dijamin oleh konstitusi.
Jokowi juga membantah adanya komunikasi khusus dengan Presiden Prabowo terkait keputusan tersebut.
Jokowi menegaskan bahwa tidak ada pembicaraan mengenai amnesti dan abolisi saat dirinya bertemu dengan Presiden Prabowo. Ia mengatakan bahwa pembicaraan yang dilakukan hanya seputar Partai Solidaritas Indonesia (PSI).
Diketahui bahwa Jokowi bertemu dengan Presiden Prabowo di sebuah tempat makan di Solo, Jawa Timur pada 20 Juli 2025 malam.
Meski demikian, Jokowi memahami bahwa setiap keputusan presiden, seperti pemberian amnesti dan abolisi, tentu dilandasi berbagai pertimbangan.
