Kesepakatan nuklir 2015 (JCPOA) jadi dasar diskusi, meski AS telah keluar dari perjanjian itu pada 2018.
Iran menilai upaya perpanjangan resolusi Dewan Keamanan PBB terkait perjanjian tersebut sebagai tidak berdasar.
Mekanisme snapback hanya berlaku hingga Oktober, juga Iran memperingatkan konsekuensinya jika diaktifkan.
Teheran tetap menuntut hak atas program nuklir yang damai.
Negara-negara Eropa kini dihadapkan pada pilihan antara diplomasi atau tekanan lebih lanjut.
Perundingan dianggap krusial menentukan masa depan kesepakatan nuklir Iran.
